The UAE capital moved up eight spots to reach 33rd worldwide, earning a composite score of 2.42 based on 260 assessment criteria, according to data released by government regulatory agencies. The biennial report, created in partnership with LaSalle Investment Management, analyzed 88 countries and 146 city markets, ranking Abu Dhabi as the top among all surveyed jurisdictions for transparency improvements during the two-year review period.

These open-data platforms enable institutional investors, market analysts, and developers to evaluate asset valuations, operational costs, and historical performance within a secure, structured environment.

    Authorities have systematically digitized real estate services while strengthening legal protections to attract international investment. As demonstrated by Abu Dhabi being named the world’s leading improver in the JLL real estate index, increased market transparency reduces transaction friction and diminishes systemic risks for large-scale institutional investors. The broader availability of comparable performance data directly supports the emirate’s economic diversification goals by integrating local property markets into global investment channels.

    ADREC Aims for Top 25 Global Ranking by 2030

    Rashed Al Omaira, Director General of the Abu Dhabi Real Estate Centre, confirmed the goal to position Abu Dhabi among the top 25 most transparent real estate markets worldwide by 2030. He emphasized that future efforts will focus on leveraging advanced predictive analytics and artificial intelligence to transform raw transaction data into actionable market insights. This approach aims to provide developers and fund managers with clearer foresight into demand cycles, yield risks, and long-term asset performance in the capital.

    To maintain competitiveness with established international financial hubs, regulators are expanding data disclosures into alternative real estate sectors. The coverage will include specialized asset classes such as data centers, life sciences facilities, and student housing, which together account for 20 percent of global direct real estate transactions. Additionally, authorities plan to implement mandatory building energy performance standards and environmental disclosures, aligning local assets with sustainability benchmarks typical of top transparent markets.

    Open Data Platforms Facilitate Private Sector Investment Tenders

    JLL executives highlighted that global real estate capital is heavily concentrated in transparent markets, which account for over 80 percent of total direct investment flows. Mouhammad Takieddin, JLL’s Chief Executive for Middle East and Africa, noted that international investors prioritize legal clarity, robust digital infrastructure, and reliable data. He added that Abu Dhabi’s rapid institutional development offers the risk mitigation and operational stability required for large allocations of capital.

    The 14th edition of the Global Real Estate Transparency Index, produced collaboratively by JLL and LaSalle Investment Management, confirmed that approximately two-thirds of surveyed markets worldwide showed improvements in transparency. Abu Dhabi’s recognition as the world’s leading improver by JLL underscores how governance reforms can enhance sovereign competitiveness.
